So far it does seem like "forever" is the practice, rather than there being some time limit. That said, there have also not been any complaints from people about content being deleted because it is old, without some other stated reason (like discovering copyright infringement in that video years after it was posted).
It does not promise perpetual and constant access to videos you have uploaded, whether public or private. YouTube explicitly says it is not a archival service.
